Beginning with the March 2026 H 1B registration period, USCIS will move away from a purely random lottery and implement a wage and skill weighted selection process. The lottery itself is not being eliminated. What is changing is how registrations are prioritized once they are submitted.
Under the traditional system, all registrations had equal odds of selection regardless of wage level. Under the new model, wage level will directly influence selection probability. Higher wage roles will receive greater selection weight, while lower wage roles will still be eligible but will have reduced odds.
For example, a senior software engineer offered a high, market aligned wage will have better odds of selection than an entry level analyst role offered at a lower wage. Both roles remain eligible, but the higher paid role is statistically more likely to be selected.
Similarly, highly specialized roles that require advanced skills and offer competitive compensation will benefit more than generalist or entry level positions.
HR professionals should plan more strategically before submitting registrations. This includes reviewing wage levels, aligning job titles with market data, and setting realistic expectations with candidates. Salary decisions will now influence lottery outcomes, not just eligibility.
This change does not eliminate the H 1B program or the lottery. It does not affect approved visas, and it does not prohibit lower wage or entry level roles. It simply shifts selection from random chance toward compensation and skill prioritization.
The wage weighted H 1B lottery represents a shift from randomness to strategy. Employers offering higher wages for specialized roles will see improved odds, while lower wage roles will face tougher competition. Early planning and clear communication will be critical for HR success in 2026.
